Mitesh Popat, MD
Chief Executive Officer
Dr. Mitesh Popat became chief executive officer of Venice Family Clinic on December 12, 2022. He comes to us from Marin Community Clinics in Marin County, CA, where he was CEO for five years. Dr. Popat has extensive experience as a community health executive, board-certified family physician, public health expert and health care technology advisor.
Dr. Popat has been a practicing physician and senior leader at community health centers throughout his career. Before leading Marin Community Clinics as CEO, he served as its chief medical officer. Prior to his tenure at Marin Community Clinics, Dr. Popat served as associate medical director of La Clínica de la Raza in Vallejo, CA.
With a passion for how technology can help break down barriers to care and reach people in novel ways, Dr. Popat has served as an advisor to several health tech companies in the San Francisco Bay Area. He also has been a commissioner with Partnership HealthPlan of California, a managed Medi-Cal plan that covers 550,000 people in 14 Northern California counties. Dr. Popat’s experience in community health extends globally and includes stints in India, Honduras and South Africa, where he worked with local medical professionals to improve preventive care using a group visit model, increase access to care, and describe the psychosocial factors surrounding HIV infection, respectively.
Dr. Popat holds a Doctor of Medicine and Master of Public Health from Tufts University School of Medicine in Boston, and a Bachelor of Arts in economics and Bachelor of Science in biological sciences from the University of California, Irvine. He served in the Stanford-O’Connor Family Medicine Residency Program in San Jose, and completed a two-year Health Care Leadership fellowship with the California Health Care Foundation and University of California, San Francisco.
Sergio Bautista
Chief Financial Officer
Sergio Bautista oversees all the Clinic’s (and Foundation’s) financial matters, including accounting, budgeting, financial reporting and analysis, tax and audit, grants management, billing, cash flows, banking, and investments.
Mr. Bautista comes to Venice Family Clinic from L.A. Care Health Plan where he served as Director of Revenue, Premium & Recoupment. With over two years in his role and prior experience as a healthcare consultant and interim CFO with Borrego Health, Mr. Bautista brings expertise in project management, financial systems, and operational crisis management. His decades of experience include holding positions as a CA Franchise Tax Board Auditor, a Manager of Finance and Operations for Warner Bros Pictures as well as Chief Financial Officer and Deputy Director with ChapCare. He is driven by a commitment to delivering actionable financial insights and fostering organizational efficiency through collaboration and strategic planning.
Mr. Bautista earned his Bachelor of Business Administration (B.B.A.), Accounting and Finance from California State University-Sacramento.
Fred Dolgin
Chief Operations Officer
Fred Dolgin joined Venice Family Clinic as chief operations officer in May 2023.
Fred’s professional experience includes primary and integrated care practice management and executive level FQHC operations leadership as Deputy Chief Operations Officer for Virginia Garcia Memorial Health Center and Health Center Operations Officer for the Multnomah County Community Health Centers in Portland, Oregon. Most recently he has served as a consultant focused on team-based care and registration process improvement and training program development.
Fred is passionate about the Community Health Center movement and is energized by innovation in care delivery and operations, patient access and engagement, continuous quality improvement, and collaborative leadership. He completed the Geiger Gibson Fellowship in Community Health Policy and Leadership, has a B.A in Political Science from Portland State University, and is currently pursuing a Master of Healthcare Administration (MHA) with Minnesota State University, Moorhead.
Jason Hua
Chief Technology Officer
Before joining the Clinic’s staff, he served as the IT manager at UCLA’s Geffen School of Medicine’s Biological Chemistry and Physiology departments for a decade. Mr. Hua received his bachelor’s degree from UCLA.
Stacey Scarborough, MPA
Chief of Human Resources and
Director of Early Head Star
Stacey Scarborough oversees human resources at the Clinic and directs its Children First Early Head Start program. She has extensive experience developing programs that serve children and families. Ms. Scarborough oversaw the expansion of the Clinic’s Early Head Start program into Inglewood 2010 and led the Clinic in securing a grant that doubled the size of the program and added services in Inglewood and Hawthorne.
Prior to joining Venice Family Clinic in 2008, she directed an Early Head Start Program that was named one of the top 50 programs of quality in the nation. Ms. Scarborough holds a Bachelor of Science in Health from Oregon State University and a Master’s Degree in Public Administration from the University of Montana.
Isabela Mihai, CHC, CHPC
Chief Compliance Officer
Isabela Mihai, CHC, CHPC serves as Chief Compliance Officer for Venice Family Clinic since October 2024. In this role, she is responsible for leading the internal processes for promoting and ensuring VFC’s compliance with laws, regulations, company policies and contracts, including its compliance risk management programs. In her compliance role Isabela is always thinking of new and improved processes to protect patients and staff safety, and mitigate organizational liability.
Prior to joining Venice Family Clinic, Isabela worked as Chief Compliance Officer at Marin Community Clinics, the largest Federally Qualified Health Center in Marin County. Isabela’s experience includes clinical research management at Mount Sinai School of Medicine in New York.
Isabela is a psychologist by education in Romania, with a master in Psychology of Mass Media and Groups Communication. She also received her certifications in Healthcare Compliance and Health Care Privacy Compliance from the Healthcare Compliance Association Board in the US.
Jenny O’Brian, MPA
Chief Development and External Affairs Officer
Jenny O’Brian has been a dedicated leader at Venice Family Clinic since 2007, starting as a grant writer before leading the grants department for 14 years. She was named Chief Development and External Affairs Officer in April 2025. Her expertise in health care fundraising has helped secure transformational gifts for key initiatives, including integrated mental health services, substance use treatment, and mobile clinics that expand street medicine operations. She has played a crucial role in building strategic partnerships and sustainable revenue streams to support both immediate impact and long-term growth.
Passionate about expanding access to quality health care for all who need it, Jenny brings an understanding of the ever-evolving health care landscape and a track record of aligning mission-driven programs with philanthropic investment. She holds a Master of Public Administration with a specialization in Health Policy and Management from New York University’s Robert F. Wagner Graduate School of Public Service and a Bachelor of Arts in English from the University of Colorado, Boulder.
Michelle Aguilar, MD
Interim Chief Medical Officer
Dr. Michelle Aguilar is a board-certified pediatrician who joined Venice Family Clinic in 2018. In January 2026, she became the Clinic’s Interim Chief Medical Officer, after previously serving as an Associate Medical Director and Director of Pediatrics. Prior to joining Venice Family Clinic, Dr. Aguilar served as Medical Director at St. John’s Well Child & Family Center, where she led the clinic’s Patient-Centered Medical Home (PCMH) transformation.
Dr. Aguilar earned her undergraduate degree from the University of Southern California before completing her medical degree at the David Geffen School of Medicine at UCLA, followed by a residency and chief residency in General Pediatrics at UCLA Mattel Children’s Hospital. Through the Community Health and Advocacy Training (CHAT) Program, her continuity clinic experience was at Venice Family Clinic’s Simms/Mann Health and Wellness Center. Dr. Aguilar has a longstanding commitment to community health, medical education, and health equity, and is currently a Fellow in the California Health Care Foundation (CHCF) Health Care Leadership Program. She also serves as an advisor to the UCLA medical student group Medical Spanish and Language Justice, reflecting her dedication to language access and culturally responsive care.
